In January of 1992 Jeff joined the existing practice of Tom Kearney to form the firm of Kearney & Marshall. Jeff focuses his practice in the areas of juvenile defense, adult criminal defense, and criminal litigation matters before both the Pennsylvania Superior Court and Supreme Court.

After graduating from Washington and Jefferson College in 1984, Jeff obtained his Juris Doctorate Degree from Ohio Northern University. Following graduation from law school, he clerked for the recently deceased Honorable John F. Rauhauser, Jr., Judge of the Court of Common Pleas of York County. Jeff has had past experience in practice in criminal law in the private sector and was previously a full-time member of the Public Defenders Office of York County.

Jeff has been a Co-Chairperson of the Criminal Rules Committee of the York County Bar Association along with The Honorable Michael J. Brillhart since 2002. He is also a founding member of the recently formed Criminal Law Committee of the York County Bar Association.
